Bipartisan panel to rewrite government's policies for going to war

"The National War Powers Commission is set to announce this morning that it "has unanimously concluded after a year of study that the law purporting to govern the decision to engage in war — the 1973 War Powers Resolution — should be replaced by a new law that would, except for emergencies, require the president and Congressional leaders to discuss the matter before going to war."

Geez...Dont they already do that. Bush did not make the decision himself!

"Those conclusions/ are based on the bipartisan panel's determination that the current state of affairs is "ineffective at best and unconstitutional at worst."

It's funny they dont list any Republicans that are on this panel.

In a Dem controlled congress..guess who those persons would be...Waxman, Leahy, Durbin...GOD help us

Lee Hamilton, a Democrat on the panel, says they have been in touch with both major-party presidential candidates about the changes they're advocating. "It would be a wonderful start to a new administration," he tells reporters in Washington.

Not the President with the consent of certain Congressmen, the President alone.

The Congress can declare war (Article 1, Section 8) but only the President can wage war. Anything else is unconstitutional.
